Under zero, not almost
What counts as freezing
Freezing is a thermometer under 0 C or 32 F. Breath fog, floor fog, and frost on windows also count. A reading stuck at 0.01 C is the page's example of not freezing. I do not add extra decimal places beyond that example.

Weather
Rain cuts environmental temperature in half and disables lighters, lanterns, the energy monitor, and outdoor cameras. Snow sits around 2 to 5 C outdoors, and the ghost room may read 0 to 1 C. Freezing still means under zero, so snow alone is not the evidence.
The exact zero boundary
Bloxodes uses below 0°C on its evidence page and 0°C or lower on its equipment page. The Fandom research snapshot uses below zero. These wordings differ at exactly 0°C; no official numeric specification was found. A 0.01°C reading satisfies neither wording.

Questions
Why is the thermometer at 0.01?
That stall is the written sign that the type does not have freezing.
Does rain affect freezing?
Rain changes the baseline temperature and some tools. The evidence line is still under 0 C.
